New Orleans Proposes Lead Line Replacement

A proposed Constitutional Amendment would make lead-line replacement easier in Louisiana. Currently, a provision in Louisiana’s Constitution could be interpreted as a prohibition on spending public money on private property. This provision makes the $152 million in federal money that New Orleans’ Sewerage and Water Board has been awarded unusable for lead line replacements in private homes and buildings. No level of lead exposure is safe and lead line replacement is a common strategy to mitigate lead contamination in private homes; a Constitutional Amendment will clarify the law and speed up the process.
