New 340B Bill Champions Patients
On September 10th, 2025 Representatives Earl Cater (R-GA) and Diana Harshbarger (R-TN) introduced the “340B Affording Care for Communities and Ensuring a Strong Safety Net Act,” or the 340B ACCESS Act for short. The bill follows Senator Bill Cassidy’s (R-LA) extensive 340B report that called for major reforms to the drug discount program. Cassidy’s report showed that low-income patients were not receiving the intended benefits of the program while large hospital networks pocketed their profits from drug discounts. This bill intends to remedy those issues, establishing patients’ affordability requirements, codifying the definition of patient, and mandating spending reports. Our Health Equity applauds Representatives Carter and Harshbarger for these proposed reforms and advocates for large scale reforms to the 340B program, like the 340B ACCESS Act, that ensure patients have access to the medicine they need at a reasonable price.
